You are absolutely right. They are Un-Centralized and Un-Intelligence non-agency.
I think the biggest issue is actually that we have too many “agencies” responsible for kind of the same vying for attention. Everyone is warring with one another and sharing of info under such conditions cannot happen.
“CIA” and other agencies have 0 creativity and/or desire to do the job they are charged with doing.
It’s a mess.
I think they should get centralized and then get the Israeli give them some pointers on how it is done correctly! You never hear of a terrorist flying on Elal.
