EDIT: He wasn’t FBI director either. You’re probably thinking of J. Edgar Hoover. The president was Herbert Hoover.

He was probably the worse president ever, his initial reaction to the depression was to do nothing, which was awful, then he passed the hawley smoot tariff and completely shut down trade. He is undoubtedly the reason the depression got as out of control as it did.
