They can if somebody is about to die if they don’t act.. Which is rare, and it’s even more rare if an FBI agent doesn’t have a vehicle/other FBI agents around that do. But otherwise, nope.

It’s not “hijack” it’s “commandeer”


Strictly by the letter of the law they are supposed to “request” a civilian for permission to use their vehicle in an emergency, but generally a flashed badge and shouts of “FBI I have to use your car” will do the job.
