A rebellion comes from within. An insurgency is an attack from the outside. But politicians will use whichever word best suits their position. Or invent new ones. That is what politicians do.

They are synonyms, but are used depending on the point of view. Rebellion has a connotation of oppressed people rising up. Insurgency has a connotation of malcontents trying to bring down the government.


An insurgency is NOT an attack from an outside entity. Definitions can be found on any online dictionary.
